Hey, you're right!The tympani strokes are not synched with the tom tom beats!So, Jay's (presumably) singing along with a studio recording and all of the instruments are on the master track, not live. Sadly, everyone from Madonna to ZZ Top has done this, mostly so they can dance and not sing like Hell because they're out of breath. (Or, simply to coast through a grueling tour schedule) I understand why and that people "hear with their eyes", but I won't pay to see a lip synched "show".

Hey take a look at the tympani player,they are tom tom recordings.Ive played drums profesionaly for over 30 years,so take it from me that I still believe 90% of this is mimed....

Not in this video. They were still doing it in the original key at this time. Maybe some modern rap-crap performers do, but not real musicians.
