Actually not that it matters but the only real "correct" answer to the names comes from the manga writer Oda himself. In the wanted posters Oda drew which have the names in English, it was written Roronoa Zoro and Luffy was written as "Luffy" not Ruffy. Any other translations are therefor incorrect. Theres no defeating the actual manga creators will.

Luffy is the Captain. Thats one of the reasons that his bounty is higher.. He is the Head of the Crew and plays a key role in keeping it together and since the threat of the crew would be greatly diminished without him the world government probably gave him the highest bounty..that and the fact the he defeated 2 shichibukai, 1 god (okay they don't know that) and the leader of the cp9..
