Absolutely! I would make it in a heavy-bottomed or a non-stick pan, on low heat and keep stirring so it does not burn.

What happens if you dont have milk powder?Can you make it with milk itself?

We used the Instant Non-Fat Milk Powder. We suppose you could use whole milk powder but this recipe reduces a lot of the fat content (healthier peda :) ). Also, non-fat milk has a longer shelf life than whole milk in which the fat becomes stale and tastes rancid.
