Actually, I think the guy playing the instrument is doing that noise all alone...you can here the other one drop out for a breath a couple times and that whistle keeps going strong.Search under "throat singing" and you can see tutorials on how they do it. From the few videos I've watched here on Youtube, I'd say these two are the best I've seen.

The best part of all this is the whistling sort of noise. I heard that it only happens when the two men hit the right frequencies.

I'm sure it's a language related to the Altaic Buryat dialect, for I can understand it more or less. Buryats have their own version of this song, which is called 'Tadir-Dadur'. Anyway, as far as I have understood the song, it's about a man who leaves his home to find work in the city. After some weeks, he longs to see his wife and children again.
