There are some in one level near the end but they're more for scenary/atmosphere and don't ever play a large part in the game.On the particular level you are in a flying vehicle and can fly into them and get sucked into them but they're too distant to pose a real threat.

to the best of my knowledge, its never used ingame, but it is in the sandbox editor, so you can spawn one if you have the will to do so.
