Of course its allowed, as long as the player WITHOUT The ball stays behind the player WITH the ball, he wont be offside and itll be a fair and square goal :D

Technically yes, this is allowed. There's no law in football that specifically says you cannot do this. However, I see no real difference between this style of taking penalties, compared with hesitating to catch the keeper off guard. In reality, this wouldn't be allowed in the modern game because it is deemed unsportsmanlike behaviour
