KDLH in Duluth used this in the early 90's only it didn't have that aim high america part written on it.However, KBJR in Duluth also used this in the early 90's.

Back in the day - TV stations had to run a certain amount of public service announcements and these were produced by Air Force Recruiting Service and distributed to TV & radio stations as a way to get exposure as they were not allowed to buy TV Ads

No, this was common back in the day, as a way to show patriotism. Remember, sign-ons usually had the national anthem (Star Spangled Banner). Sign-offs didn't have that requirement, but most stations did something similar to this.
